The College of the Marshall Islands, a community college located in the warm central Pacific six
degrees north of the Equator on Majuro atoll, seeks qualified, creative, flexible, highly motivated
individual with a strong work ethic to lead our Human Resources team. The College of the Marshall
Islands is the national college of the Republic of the Marshall Islands and seeks to be the role
model for community colleges in the Pacific region.
General Description:
Under the direction of the College President and the supervision of the Vice President for Administrative and Enrollment Services, the Human Resources Director supports the operations of the College's human resources function.
Duties and Responsibilities:
* Advertise for, recruit, prepare employment contracts for, conduct initial orientation into CMI for new employees, and maintain a current waiting list of acceptable applicants.
* Establish and maintain records of all personnel hired by CMI.
* Implement throughout CMI a performance and merit-based personnel advancement program by promoting timely evaluations and by recording and filing both formal and informal reports of individual competency.
* Ensure compliance with the position classification system, the compensation plan and the employee benefits program articulated in the Human Resources Policy and Procedure Manual.
* Update employment equity objectives to insure consistency of application throughout the College and among all employee groups.
* Monitor personnel matters (housing, absenteeism, leave, Alien Registration, work permits, etc.) to ensure compliance with Board of Regents and RMI policies.
* Administer CMI benefits (Group Life, Supplemental Health Insurance, housing, travel and shipping etc.).
* Identify staff needs, and coordinate on-island workshops to advance staff skills and improve operational effectiveness.
* Conduct in-house workshops to ensure that faculty, staff and management understand the contents of the Human Resources Policy and Procedure Manual, and that the policies, rules and regulations contained in the Manual are uniformly applied at all academic and administrative levels.
* Maintain and update the CMI Policy and Procedure Manual as needed.
* Foster an environment conducive to harmonious relations among faculty, staff and management; includes involvement in the first step of the CMI grievance procedure.
* Advise the President on all staff personnel requirements and all personnel administration programs and policies.
* Develop the Human Resources Department annual Program Reviews and ensure outcomes are met.
* Develop the Human Resources Department annual budget and ensure resources allocated meet departmental goals and outcomes.
* Serve on the College Executive Council and the Human Resources Committee.
* Perform all other duties as assigned by the Vice President for Administrative and Enrollment Services.
Qualification:
Minimum Qualifications:
* Bachelors degree in a discipline related to management or administration. Candidates without a Bachelors degree who demonstrate long-term experience in government, business, or higher education may be considered.
* Strong communications skills with the ability to read, write, and speak in English.
* Good computer skills with knowledge of Microsoft Office software.
* Previous employment or experience demonstrating administrative knowledge, skills, and abilities.
* At least 5 years experience working in an Human Resource Department
Preferred Qualifications:
* Masters degree in business administration, public administration, management or other related areas
* Demonstrated experience higher education administration
* At least 5 years experience working leading an Human Resource Department in higher education institution
Salary and Benefits Offered at the College of the Marshall Islands:
* Compensation
* Salary range - $28,122 to $35,000. Salary placement is depending upon relevant education, training and experience.
* Salary is supplemented by up to $9,000 in annual housing allowance
* Benefits
* Two-year initial contract
* Transportation from the point of hire to the Marshall Islands
* Shipping reimbursement of between $2,500 and $4,000, depending on the number of accompanying dependents.
