Effective September 1, 2009, the University of California, Riverside has implemented a one-year Furlough/Salary Reduction Plan due to the state budget crisis. Under the plan, this position's work time will be reduced by a specified number of days according to the salary for this position, with a commensurate reduction in pay evenly distributed over a 12-month period. Essential Functions: Working in a fast paced, growing academic department, the department's Contract and Grant Analyst provides support to 15 faculty members and the Financial Administrative Officer for contact and grant administration, accounting and financial management. and reporting responsibilities; reviews and enters contract and grant multiple-year budgets via the PAMIS electronic system from the Office of Research.

This position is the primary contract and grant liaison between the department and the Office of Research. Serves as the primary Extramural Accounting Office contact for the department's contract and grants funds. Gathers and prepares data from various campus financial systems and departmentally-based platforms to perform analyses and produce monthly financial reports. Maintains financial management and fiscal integrity for all contracts and grants according to agency-specific terms and conditions, UC policy and procedures, campus Internal Audit and the Business and Finance Financial Bulletins.

The Contract and Grant Analyst ensures compliance with the Federal Government OMB circulars A-21 for all federally funded awards. Reviews general ledger reports and reconciles expenses on a monthly basis (using LRSS) to ensure accuracy and compliance with all agency and University policies, procedures, and requirements. Prepares budget transfers and expense transfers as needed. Interprets and implements procedures for documenting costs to ensure that all costs charged to an award are allowable under University and agency policies and conditions. Complies data and performs comprehensive review of all contracts and grants.

Minimum Requirements:
* Education and/or experience equivalent to a Bachelor's degree in accounting or a related field. College-level coursework in accounting or business finance.
* Demonstrated progressive accounting, purchasing, and personnel experience.
* Skill in performing statistical computations, such as variance analysis, simple and weighted averages, and other mathematical analyses.
* Skill and ability to independently research, analyze, and use good judgment in resolving problems.
* Skill in reading and understanding complex and/or detailed documents, such as proposals, contracts, policies, and procedures.
* Skill in accurate record-keeping and database management with strict attention to detail.
* Knowledge of generally accepted accounting principles and fund accounting.
* Ability to organize and prioritize workload to ensure multiple deadlines are met.
* Ability and skill to proficiently operate a PC for providing reports on a monthly basis using Excel and Word or other comparable software.
* Ability to interact and communicate effectively, both orally and in written form, with faculty, staff, and personnel in various campus departments.
* Ability to communicate with people who have limited English skills.
* Ability to analyze complex policy issues, Series Concepts, and other directives and make recommendations.
* Ability to independently compose letters and memos using correct spelling, grammar, punctuation, composition, text editing, and proofreading skills.
* Hired applicant must successfully pass a background check through the Department of Justice.

Preferred Qualifications:
* Thorough in-depth knowledge of UC purchasing, accounting, entertainment, travel, and internal audit policies and procedures.
* Thorough knowledge of University Policies and Procedures, Academic and Staff Personnel Manuals, Payroll/Personnel System Manual, MOU, and International Services regulations.
* Ability to establish and maintain complex databases using Microsoft Access.
