The City Colleges of Chicago (CCC) District 508, is the largest community college system in Illinois and one of the largest in the nation, with 5,800 faculty and staff serving 120,000 students at seven campuses and thirteen satellite sites city-wide. The City Colleges of Chicago is currently in the midst of a collaborative effort to review and revise CCC programs and practices to ensure students leave CCC college-ready, career-ready and prepared to pursue their life's goals.

CCC includes seven colleges: Richard J. Daley College, Kennedy-King College, Malcolm X College, Olive-Harvey College, Harry S Truman College, Harold Washington College and Wilbur Wright College. The system also oversees: the Washburne Culinary Institute, the French Pastry School, two restaurants, five Child Development Centers, the Center for Distance learning, the Workforce Institute, the public broadcast station WYCC-TV Channel 20 and radio station WKKC-FM 89.3FM.

Duties
This position is responsible for supervising the staff in the Benefits Department. Serves as a liaison to internal HR departments, HR staff at the colleges, and acts as lead in the absence of the District Director-Employee Benefits & Health.

Serves as Team Leader of Benefits Department Staff. Trains staff on various benefits responsibilities. Delegates projects, assists team with escalated benefits issues, audits team's benefit letters, coupon books, and COBRA notices. Oversees the Annual Open Enrollment Process. Calculates the health premium changes each year, creates open enrollment brochures, e-mail announcements, mailings and postings for the CCC website for employees & retirees.

Administers CCC Early Retirement Program. Ensures eligible employees' benefits are awarded pursuant to Union/Board agreements and applies these rules to each employee as it relates to their healthcare and life insurance plans. Notifies the State University Retirement Systems (SURS) of all healthcare deduction changes from pension checks for retirees. Administers the SURS Pension Program. Provides SURS with required information to process retirements, SSN verifications, new hires, terminations, death claims, disability claims, separation refunds, prior service, and bad address corrections.

Oversees the preparation of and prepares detailed analyses of benefits data for union negotiations and other initiatives. Administers Personal Care Payment process (June, August, and January). Determines eligibility under different tests using PS Student Administration. Creates detail spreadsheets, summaries and employee letters. Ensures that employees pay the correct amount for benefits and that CCC does not overpay for coverage of enrolled employees.

Completes all healthcare audits and requests from other departments and outside vendors in conjunction with the District Director of Employee Benefits and Health. Serves as liaison to seven colleges and various departments to resolve benefits issues and ensures transactions are accurately completed for employees and retirees. Provides customer service to all employees and retirees (and their dependents) for the health plans and resolves claims issues with vendors. Assists with special projects as needed.

Performs other duties as assigned.

All CCC employees are required to adhere to CCC Customer Service Excellence standards.

Qualifications
Bachelor's Degree in Human Resources, Psychology or any closely related field supplemented by five to seven years of progressively responsible relevant benefit management experience; or an equivalent combination of training and experience required. Previous experience in a lead capacity preferred.

Excellent verbal and written communication skills required. Must be able to present information, which may be complicated in nature, in a clear and concise manner. Must have good analytical and research skills. Must be proficient with Microsoft applications, and have advanced knowledge of Excel and PowerPoint. PeopleSoft experience highly desirable.

Must be able to work well with employees at all levels of the organization and possess the ability to handle all situations with tact and diplomacy confidentiality with minimal supervision. Must be self-directed, organized, innovative and able to assess current operations in an effort to develop practical solutions to improve the functioning of the department. Must be able to complete tasks in a timely manner and maintain all information in a highly confidential manner.
