University of Maryland University College (UMUC) seeks a Learning and Development Manager for the Human Resources and Organization Development (HROD) Consulting unit within the Office of Human Resources. Reporting to the Director of HROD, this position will be part of the team responsible for managing training and development as well as play an integral role implementing workforce development and succession planning programs to attract, retain, promote, and grow a diverse workforce.
SPECIFIC RESPONSIBILITIES INCLUDE:
Work closely with individual department heads, managers and employees on training plans and educational opportunities, conducting assessments and analyses to identify and resolve performance gaps.
Organize and manage content development from start to finish.
Work closely with department heads/managers to ensure training and feedback is provided to new employees during the first critical weeks and months
In partnership with HROD Consultants, create, implement and counsel management on a formalized performance management system (including automation) and techniques ensuring effectiveness as well as ways to apply learning and development.
In partnership with HROD Consultants and Total Rewards unit, evaluate job class groups as career ladders for upward mobility and develop options for better aligning with business needs and analyze potential paths into ladders, implementing effective models for leadership and staff succession.
In partnership with HROD Consultants, review reorganizations for impact on workforce development and career progression.
Deliver learning and development programs to departments as necessary as well as university staff, including the identification of appropriate vendors in accordance with state of Maryland guidelines.
Supervise Training Specialist
REQUIRED EDUCATION AND EXPERIENCE:
Bachelor's degree in Human Resources, Education, Social Science, Business or Public Administration, Organizational Development or a related field, and five (5) plus years of professional experience in learning and development as well as learning and development project management; end-to-end development experience including needs analysis, content development, packaging of content with software( e.g. Adobe Captivate) utilizing the Sharable Content Object Reference Model (SCORM), and final file delivery to a respository system (preferably Saba) enabling end-user enrollment. Excellent written and oral presentation skills are also required.
PREFERRED EDUCATION AND EXPERIENCE: Ability to develop, drive, and implement new programs; experience in the areas of workforce planning, succession planning, training, and/or related human resources generalist experience.
