THIS IS A SPA POSITION.
THE POSITION IS BEING RECRUITED AT THE CONTRIBUTING LEVEL.
This position reports to the Human Resources Consultant and is responsible for the technical and processing work of all leave benefit programs, time reporting of hours worked, overtime, on-call, call-back, premium calculations, manage total service and creditable service, approve eligibility of Family Medical Leave Act (FMLA) requests and track weeks, and data entry.
Considerable knowledge of personnel administration principles and procedures; ability to interpret Federal, State, and University statues/policies/guidelines and to apply them to a variety of programs; excellent oral and written communications skills as required for problems resolution, composing and communicating policies/procedures and preparing reports and documentation; ability to direct, lead, and supervise others; ability to work with other managers; ability to understand systems and the interrelationship of parts within complex systems (both organizational systems and automated computer systems); and intermediate knowledge of database operations including knowledge of PC operations.
Competencies: THE POSITION IS BEING RECRUITED AT THE CONTRIBUTING LEVEL.
Knowledge of the State's and University's leave policies and guidelines, including any changes that would affect leave administration for employees, in order to administer leave policies and guidelines consistently for all campus employees.
Interpret and apply FLSA regulations and OSP policies; use regulations and/or policies to calculate overtime compensation, compensatory time, on-call pay, call-back pay, and shift premium pay.
Interpret, administer, and enforce federal and state laws/policies/procedures regarding the Family Medical Leave Act (FMLA), voluntary shared leave, family illness leave, vacation leave, sick leave, and bonus leave. Assist employees with completion of the FMLA paperwork; monitor employee's utilization of FMLA to ensure adherence to Federal law and State and University policy; follow-up with employee when supporting documentation is warranted; prepare correspondence to employee on approval/disapproval FMLA status.
Work closely with the Director of Human Resources to ensure that Banner rule and validation tables are set up correctly and leave accrual rates are accurate; ensure annual leave roll process is observed, and verify accuracy of employees' leave buckets after leave roll process is complete.
Explain pay dates and timesheets; timesheet submittal process; train supervisors on the approval process; and provide compliance metrics to administration.
Maintain all active employee timesheets and leave records; locate and retrieve information from files in response to requests from authorized requestors; make recommendation for modifying and/or improving the timesheet and leave filing systems, or implement new filing systems.
Assist with HR functions and projects. Knowledge in all State Laws, Policies and Procedures for administering leave. Consults with employees on qualifications for earning leave, use of leave and recording leave.
Answer inquiries which involve interpretation of policies.
Represent the HR department to internal and external individuals and groups. Work with various campus departments to obtain clarification of data and/or request changes in data. It is essential that the position portray a professional image, provide accurate information, and respond to inquiries in a timely and professional manner. Must be able to effectively articulate with employees regarding human resources issues; and be able to respond to repetitive questions in a professional manner.
Composes business e-mail communications, memos, letters, and reports as requested. Compose general correspondence independently from general instructions or brief summaries. Ensure policy updates are disseminated as needed and in a timely fashion.
Office equipment operation is involved in nearly every kind of work performed by the position. Primarily, the employee needs to be proficient with Microsoft Office, frequently using Microsoft Word, Excel, and Outlook; must be knowledgeable of Human Resources Information Systems (i.e. Banner) Knowledge of various other office equipment operation include: copier, fax machine and shredder.
OTHER DUTIES AS ASSIGNED:
Provide backup assistance to the reception area, as requested.
Required Education/Experience/Skills (Minimum Qualifications): REQUIREMENTS: EDUCATION AND EXPERIENCE
BACHELOR'S DEGREE; OR EQUIVALENT COMBINATION OF TRAINING AND EXPERIENCE. ALL DEGREES MUST BE RECEIVED FROM APPROPRIATELY ACCREDITED INSTITUTIONS.
