Position Summary
This position performs various functions as determined by hiring manager/director.

20%- Under the direction of the Manager, Business Services independently performs complex statewide contract analysis, as well as appropriation obligations and spending analysis. Analyzes complex multi-regional contractual arrangements for various program appropriations for fiscal, legal, technical, programmatic and policy correctness; monitors utilization and submits monthly reports of same to unit supervisor; utilizes data analysis techniques to include econometric modeling to conduct complex studies. Provide specialized services, investigate and troubleshoot problems.

15%- Analyzes quantities and spending statewide; monitors to ensure that corrective action is taken regarding contracting and utilization; analyzes quantities and develops appropriations and contractual obligations and spending patterns statewide; makes recommendations from computer analysis utilizing programs created regarding fiscal, technical or corrections in action; represents the Office of Contract Compliance at meetings.

15%- Reviews, evaluates and makes recommendations regarding contracts and amendments thereto proposed to be entered into by the Department; assess legal and technical issues conformity and appropriate description of service, specificity and conformity to policy; assures that service rates are appropriate; revises contract by amendment as necessary and recommends to the Director or designee for signature; analyzes the relationship between contracts for state programs and Department fiscal and rate setting policies; compares policy to written information received for analysis and reports findings; under supervision, takes corrective action plan.

10%- Initiates, reviews, and evaluates financial and statistical reports to determine problems with contract utilization, including such matters as staff, the promulgation of reasonable rates, and the solvency of providers; monitors to ensure that the projected purchases of contracted services are equal to each regions allocations for designated program services.

10%- Anticipates contract language problems and makes recommended solutions to Department staff; coordinates all clauses in each standard contract to ensure all divisions of the Department are mutually satisfied. Exercise knowledge and methodology of business administration. Keep abreast of relevant legislation, rules, regulations, tools, procedures,technical specifications, and developments in the field of business administration.

10%- Recommends methods and systems or modifications to same to be used for regional contract planning, regional allocations due to contract billing and payment and computerized information service system. may assist in formulating policy based on judgment and expert knowledge of business administration and contract reviews.

10%- Provides input into planning and delivery of annual training of Department staff regarding contracting issues. Research, conceptualize, define and communicate ideas, issues; provide insight, recommendations, and pursue solutions to contact problems.

5%- Performs special studies on a wide variety of subjects, analyzes findings, reports and makes recommendations; performs special assignments.

5%- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications
Requires Knowledge, skill, and mental development equivalent to completion of four years of college, supplemented by a master's degree in business or public administration, with coursework in areas such as economic theory, accounting and finance, organizational theory, and operations research; requires three years of progressively responsible experience in management operations analysis.
