The City Colleges of Chicago (CCC) District 508, is the largest community college system in Illinois and one of the largest in the nation, with 5,800 faculty and staff serving 120,000 students at seven campuses and thirteen satellite sites city-wide. The City Colleges of Chicago is currently in the midst of a collaborative effort to review and revise CCC programs and practices to ensure students leave CCC college-ready, career-ready and prepared to pursue their life's goals.
CCC includes seven colleges: Richard J. Daley College, Kennedy-King College, Malcolm X College, Olive-Harvey College, Harry S Truman College, Harold Washington College and Wilbur Wright College. The system also oversees: the Washburne Culinary Institute, the French Pastry School, two restaurants, five Child Development Centers, the Center for Distance learning, the Workforce Institute, the public broadcast station WYCC-TV Channel 20 and radio station WKKC-FM 89.3FM.
This position is responsible for performing a range of professional human resource work within a specific area of human resources, such as processing personnel transactions via the PeopleSoft Human Capital Management system, reviewing and analyzing employee hire packets and other employee related documents, coordinating and completing projects, maintaining employee personnel files, working collaboratively with departments within the Office of Human Resources, and providing research information in support of collective bargaining negotiations or agreements.
Ensures compliance with and provides interpretation of City Colleges of Chicago Board Rules, collective bargaining agreements, and applicable state and federal employment law. Conducts position classification audits to evaluate duties and determine proper classification. Update job descriptions to reflect the current duties and qualifications of positions. Prepares the monthly Personnel Board Report, analyzing each transaction for accuracy and completeness. Prepares written communication, correspondence, and reports, as required by the assigned project.
Serves as liaison to district office departments and campuses to coordinate and advise on personnel policies, processes and procedures, labor agreements and employment laws. Evaluates the education, experience and other qualifications of candidates for hire to determine if the candidate meets established requirements. Verifies accuracy of salary recommendations. Develops and prepares training outlines, manuals and related materials. Develops, updates and conducts training programs; evaluates new training programs based on established training evaluation criteria; and prepares reports on training results.
Participates in classification and compensation projects, surveys and studies. Prepares reports and recommendations to management to support department initiatives and collective bargaining negotiations. Researches confidential personnel files to obtain employee data. Hires new employees via PeopleSoft Human Capital Management system. Administers on-line new employee orientation and ensures hire forms and pre-employment screenings are completed properly.
Performs other duties as assigned.
All CCC employees are required to adhere to CCC Customer Service Excellence standards.
Associates degree required, combined with one year of professional experience or three years of experience working in an HR Coordinator or human resources entry level position; Bachelor's degree preferred; or an equivalent combination of training and experience required.
Good knowledge of principles and practices of human resources management in a unionized and at-will environment. Must be able to work well with employees at all levels of the organization, internal and external customers; and effectively represent the Office of Human Resources at various meetings. Must be computer proficient with knowledge of a variety of software programs.
Ability to work under considerable pressure of deadlines and work load and able to exercise independent judgment. Must be able to meet deadlines in a timely manner. Must be self-directed and innovative, and able to assess current operations in an effort to improve the future goals of the Department. Must possess excellent verbal and written communication skills. Must be able to handle all situations with tact, persuasiveness and diplomacy and possess a high level of confidentiality.
