TITLE: Chief Information Security Officer
DEPARTMENT: Office of Information Technology


The Chief Information Security Officer (CISO) is responsible for the development and maintenance of Connecticut State Colleges & Universities (ConnSCU) information security policy and standards, and the coordination of information security efforts across the System. Serves as an expert IT security advisor to senior management, the CISO also assists ConnSCU member institutions on business continuity and disaster recovery planning.

  • Leads the development, implementation, and maintenance of ConnSCU information security policy, standards, and guidelines.
  • Serves as an expert IT security advisor to senior management including the Board, Presidents and Chief Officers.
  • Continually monitors and reports on information security activities and compliance across ConnSCU member institutions.
  • Develops and administers system-wide security awareness and training programs.
  • Establishes procedures and processes to be used for conducting security risk assessments and auditing.
  • Establishes guidelines and standards for access and use of institutional data; trains and mentors employees in the application of said standards.
  • Remains current on IT and personal privacy laws related to state and federal regulations and standards, reporting on proposed changes and potential impact to operations.
  • Leads security breach investigation and pursues associated disciplinary and legal matters
  • Assists in vendor products, tools, and services selection and assessment in relate to information security.
  • Assists on the development of business continuity and disaster recovery plans and procedures.
  • Serves as liaison to law enforcement, legal agencies, internal audit, and ConnSCU System Officials on security related issues.
  • This position will have access to confidential information used in the collective bargaining process.
  • Performs related duties as assigned.

1. A Bachelor's degree in Computer Science, Information Management, or related field, or equivalent experience; Master's degree preferred
2. At least ten (10) years of direct experience in computing and information security, including experience with computer systems and Internet security administration.

1. Demonstrated ability to understand and apply state of the art security technologies in computer systems, telecommunication, and networking to the needs of a complex organization of higher education with multiple locations and large number of users of enterprise applications.
2. Demonstrated ability to develop policies and strategic plans for long term and future security needs in information technologies.
3. Experience with disaster recovery, business continuity planning, auditing, and risk management, as well as contract and vendor negotiation.
4. CISSP or other security certification/accreditation required.
5. Ability to articulate ideas, build consensus, and serve as an effective member of the senior management team. Ability to communicate information security-related concepts to a broad range of technical and non-technical staff.
